This sounds like the 'MacroVision' copy protection, it is used to prevent
people making back up copies to VCR, try going straight from the DVD to the
TV and see if that works, as it is probably the automatic level control
circuitry in the VCR that is having problems with the MacroVision signals.
(it works by screwing with the sync pulse, as most VCR's use that as a black
reference for the level control)
You can get 'MacroVision' stripper boxes that go onto the DVD output, they
re-build the sync pulse.
If you can the best arrangement is to plug the VCR into the DVD then on to
the TV.
