Obviously, I think we can all surmise that for some still
unknown reason, this works for some, while not working for
others, even with the same OS and browser version.  Hmm, now
if we can only find out WHY, that would be great.

FYI, opening more than one browser window from OE is
necessary in many cases, and always in mine.  Such as mine,
we get about 400 emails per day, and the QUICK deletion of as
many emails as possible is a good thing.  Many of the emails
have links in them which need to be clicked of course in
order to get the respective URL's.  I can click away at the
links till my heart's content, and have all the IE windows
open up separately, (and trash the emails & shut OE down)
then later go to each of the pages.  With IE 5.5 and IE 6, I
(and still many others for some reason) have NEVER been able
to do this on ANYONE's computer.

Correct, that area "Reuse windows on launching shortcuts" has
nothing to do with OE in IE 5.5 & 6.  That's one of the first
mod's I do to win98 when I reformat or install it, but it's
only for typing in URL's in the address bar, or clicking
favorites, URL shortcuts on the desktop, etc.  It has never
had any bearing on OE in any case that I personally have
seen.
