One seminar I unfortunately missed a lot of, spoke a lot of many of these issues in this region being the culprits. What better way to mask your identity and your location but by utilizing these methods to your own end?
Some Canadians got busted for one of the Nigerian scams last year, but it gets passed back and forth like online prescriptions and Viagra.

Not true, a domain registrar is never responsible for the actions of the domain. This is like saying the DMV (Department of Motor Vehicles) is responsible for what I do with my automobile. A registrar is only a licensing organization. Nothing more, nothing less.
Cyber terrorists have almost exclusively been Americans. The latest arrest for the Blaster Worm was a 18-year-old American, Jeffrey Lee Parson of Hopkins, a suburb of Minneapolis.
Kevin Mitnick is also an American as well as Stanford Wallace, the King of Spam.
The first Internet worm was released by an American, Robert Morris.
A Filipino was arrested for the "Love Bug" worm but generally speaking, most viri* and worms are American in origin but then hacked and re-worked by others.
Most of my spam is Nigerian money scams, penile enlargement, lower mortgages, debt consolidation, cheap drugs, get a college degree, and other junk. Not much of it is Chinese.
