You're correct.  Using the exp. comp. dial only as flash exp. comp. only
works in manual mode.  The exp. comp. dial tries to adjust your entire
exposure, both ambient and flash.  In manual mode the camera is unable to
adjust your shutter speed and aperture, so it only changes the flash
output.  In Av, Tv, and P, however, the exp. comp. dial will affect your
ambient exposure as well as your flash exposure.
