I have no issue with the current pay for admission in our national parks, however to have to pay because I'm a photographer taking pictures would really irk me. Think of what could then be charged for in the parks:
- gee you're having lunch in the park, that will be an additional $$$$.
- you'll be hiking 12 miles, that'll be an additional $$$$

I think the point is that if you are engaging in a profitable activity, they want a cut. Taking a picture as an amateur isn't a problem, but teaching a photo seminar for pay might be. Having lunch in the park is no problem, setting up a hot dog cart might raise some eyebrows.
