In the USNP you have to have a concession license for the hot dog cart. To get that you have to buy it from someone who already has one, or apply for one and wait for someone who has one to die. Please note that it the National Parks; the National Forests have completely different rules, and the Bureau of Land Management land has yet another set.

I have no issue with the current pay for admission in our national parks, however to have to pay because I'm a photographer taking pictures would really irk me. Think of what could then be charged for in the parks:

I think the point is that if you are engaging in a profitable activity, they want a cut. Taking a picture as an amateur isn't a problem, but teaching a photo seminar for pay might be. Having lunch in the park is no problem, setting up a hot dog cart might raise some eyebrows.
