That's fungus growth. Unfortunate but it doesn't look too bad yet so  
the lens should be salvaged.

The best lens person in the US who I would send any lens with that  
kind of growth on it to is John Van Stelton at Focal Point:

Anyone who values their lenses should keep that URL handy! They  
normally do Leica, Rollei, Hasselblad work, but have done others for  
me and friends of mine. Not cheap, but then neither is an FA77.

Storing equipment in camera cases (any kind...) is one of the easiest  
ways to get fungus growths, in my experience. I store equipment in  
closed, plastic drawers that are ventilated.
