and no one seems to have stopped to think what the word "biohazard" means -- what exactly is infectious about the tar/dust mixture?
Biohazards don't have to be infectious (but can be) - they are a biologically-based hazardous substance.
Tabacco/smoke/tar would probably qualify, though it may seem a little extremist to call it that.
