Biohazard isn't limited to infectious.  It's "a threat to human health".

i guess it could be a toxin from decaying biological meterial ...

nothing about congealed cigarette smoke could literally be a biohazard, unless something else was growing in it, unless a knife could also be considered a biohazard

i bet it was someone's inaccurate way of saying the tar accumulation is so downright nasty they simply refuse to work on the machine, whether it's a warranty job or not
