Unless the mobile phone has GPS you can only be tracked to a particular
cell. Which is a huge area. Al-Qaeda if they're smart, (and sometimes
they are), use cheap disposable phones that don't have GPS
capabilities. Satellite phones however are easier to track, which is
what attracts missiles.

There's a pulldown menu at the top of the screen. I can manually turn
the gps on and off from there. If it's off my Google maps and similar
programmes won't work.
I leave it off unless needed to run a programme both for power use and
reasons of paranoia. ;-)
I don't know if I can be "tracked" with it off. I hope not.

turn off my gps when I'm not using it.
As far as I know, the GPS is always on, but it's only seen by you
when the relevant software is being used. Could be wrong abut that, but
I can't imagine whey the phone would switch it off.
Nope, the GPS is a big power drain. It's only on when specific apps
turn it on.
