The word "fact" is indeed among the words for which there are documents in the 
Peirce Edition Project database.  If I recall correctly (I think Joe Ransdell said it 
many years ago), this indicates that either Peirce wrote the definition or at least he 
was in charge of it and maybe Dewey wrote it. See link below.

Actually the second entry is more fitting for a discussion on fact and
truth. I think Peirce suggests/implies a representative characteristic to
fact in his semiotics. Or I will check into that again later today. But I
had the Century dictionary vols
handy.
