I checked out the first four citations:

None of them mention the problem that replying to a message and changing the
subject screws up the thread (the sin that I was chastised for).  None of them
specifically mentions top quoting versus bottom quoting (although the examples
shown in some of them all have top quotes with bottom replies).

Having been told, I will create new messages rather than reply with a change of
subject but don't assume your rules are widely known or widely disseminated.
