Sure you can, but it will take some time, since you will have to
format the message manually to only include the relevant lines
from the original message + your reply. Still, it is better that
you spend a few extra minutes on your message than wasting everyone's
time.

It's not a "threat", it's a fact. There is no obligation for me or
anyone else to reply to messages we receive.

Also, when you send mail to anyone outside your own organization
you are supposed to know about proper mail etiquette and it is
your responsibility to find out about the "rules". Anyway, now you
know about the "rules" and if you continue to quote the entire
original message (not including any quoted material at all is also
bad, however) you can't really say that you didn't know about the
rules ;-)
