No tools required... just patch and recompile the kernel.

Yes, it can be done. The two prod. linux boxes that I have mentioned were
just upgraded from ext2 to ext3. You can even go back to ext2 if you so
desired. It's all in the readme.

Orly has confirmed in one of his post here that you can't go back to ext2.

Faster at booting? yes! Tried a couple of times of booting without the
benefit of a proper shutdown, and the linux box boots instead of 10 min.
or more of e2fsck to a scant... 3 or less seconds using ext3. 

If you are talking about fast performance, I think so IMHO. Sorry, I have
not benchmark the speed performance of ext3. Too lazy to do that.
