Yes, "Microsoft or Linux/FOSS" should be a non-issue. If we can push
for FOSS on Windows, sure, why not?

Rep. Charlie Cojuangco (Negros?) was here in our institute yesterday,
where we presented to him our project (which involves providing
elearning and internet connectivity to agricultural extension
workers). He mentioned that he is currently discussing with MS the
possibility of providing PCs to his constituency's public schools.

Point is, there are interested people in this concept and they just
need more inputs. Think of them as points of entry to push for more
discussions on FOSS inclusion, etc. :)
