definitely the ISP's brought internet access to this country, but the bottom-line is, only the telcos have deep enough pockets to make broadband internet widely affordable. i have no illusions that mozcom could have offered a 1000-peso broadband service. i racked my brain a great deal and we even bought a 192-port DSLAM off ebay in an attempt to roll out cheap broadband. it's pretty hard.
 

But Orly seems to be having good luck with his Smart WiFi.

smart is now using motorola canopy. it is really ironic because a few years ago i was doing a feasibility study of this exact same technology as to whether it was practical for an ISP to roll it out. actually, it is. the problem is the evil NTC regulatory regime which makes it really difficult for non-incumbents.

 
With problems even on the link layer, how much more can telcos handle
the app (VoIP) layer? It took a long time for PLDT DSL to get to its
current stability.

nevertheless, nobody can deny that without PLDT/Smart, nobody would have sub-1000 peso broadband internet today. ISP's notwithstanding.
