that there is an issue of open standard and how FOSS can actually run on
open standard compliant platforms. For example C++ have Microsoft compilers,
Borland, etc… C++ being the de facto universal programming language to date
in the field of software reverse engineering, and since Linux source code is
written in variations of C/C++, I don't think it would be an issue. But, how
can we promote FOSS if you are using a source code who's syntax exclusively
runs on proprietary programming languages? In any case, let me reiterate
that the bill allows government to transact with software developers using
ANY programming language as long as the final output is FOSS licensed and
adheres to open standards

Are we still talking about licensing here, or are we delving into
software engineering decisions? Standard C++ programming allows you to
write code that can be compiled, run, and distributed for a myriad of
platforms (a lot of which are not like Linux under the GPL). I don't
understand how you can connect open standards and operating systems
and hardware architectures and Free/Open Source Software in the same
train of thought.

At any rate, I still maintain that this bill (however good looking it
may seem) is a needless headache for the legislative office of _any_
congressman. I still stand by my (personal) view that the Philippines
produce quality FOSS first, then think about using _just_FOSS_ later.
Let's make software that's of high enough quality first then worry
about FOSS later.

Let's advocate the use of FOSS, but any sort of "endorsement" or
"preference" from the government is unnecessary and in my opinion
counter productive.

Having said that, good luck to you guys and I hope you understand what
you're really getting yourselves into.
