LOL!  I was about to go on a rampage there with the Perl dig, hehe.

A program's sloppy code is first the choice of its original
programmer, then that choice is forced upon the next guy in line.
While Perl may provide the means of going sloppy with code, it also
can provide a means for preventing slopppiness (e.g. through Perl 5's
`use warnings; use strict'; Perl 6 has strictures by default already.)
 Hence, Perl isn't the one to blame solely on the sloppiness; the
PEBKAC is also a good suspect.

Programmers CAN afford to be sloppy, if only at first.  Then, when the
bondage circus comes to town, its time for them to get strict, hehe.
The unfortunate thing is this: many programmers see their programs as
but a final product, fixed in its form and purpose, when they ought to
know better.
