It does not follow, especially that WINE is not an emulator (hence the name). This has been a topic for ages. Hardware and software updates have made a lot of things simpler compared to before and there are even commercial solutions available. Dependence of a lot of windows software on DirectX has made porting on different platforms pretty hard, not just on linux but also with other operating systems out there in the market (OS X for instance).
