Today it is one of the hottest features being aimed for, and the roadmap requires an architecture redesign to actually implement it, so Writer fans will have to wait a bit for it to get in.
The good news though, is that the architecture redesign is so that the outline feature gets implemented "better", much like a mindmap or other professional outliner software. I suppose though, that Word is not the best benchmark of user satisfaction, since the user experience levels tend to vary so much.
