A long time ago, the website had this for a vision and mission, and
the roles PLUG is supposed to play. Since I gathered this from the
first site before I launched the second one years ago, I reckon that
this was the mission and vision that existed sometime in the mid-90's:

VISION:
To be an enabler of human progress in the global society, starting
with the Philippines, by vigilantly advocating the use of Linux and
Open Source Software, so as to reflect positively on both the product,
its creators, developers, and users.

MISSION:
Provide for the needs of the Linux community and the general public in
furtherance of the Vision goals. Cooperate with and coordinate among
various sectors (research, education, corporate, government,
non-profit, etc.) in assisting the community (users and non-users
alike). Educate and empower members so that they will be
self-sustaining and self-motivating contributors to the Organization's
success.

ROLES:
Establish Special Interest Groups to further develop specific
technical, policy and/or social issues, according to each members'
interests and capability to contribute and learn. Promote Linux and
Open Source through electronic (web, mailing lists) and traditional
media, as well as via personal interaction (meetings, seminars).

Since we're not operating with a board, I agree with Michael that we
need to operate on a trust basis, then we can recreate the board,
update that SEC registration. We need warm bodies that we can trust.
