Though I regard this as untrue, many aren't still switching over to linux mainly because of the perceived (and most of the time) cruel reality that the steep learning curve is still quite there. This is so far the most prevalent reason. There might be other reasons, ranging from reason to excuse to FUD. Paolo Alexis D.
