Your problem is in the installation of ALienBBC and this installation
procedure has worked for many many XP users.  So it is a not a bug but
there is something different in your XP installation or SC installation
that is causing this issue.  That said, there have been 2 (I think)
similar reports although with different file - a re-installation of
AlienBBC fixed one case and a re-install of SC and AlienBBC fixed the
second case (the user did not trry just re-installing AlienBBC). 

Your installation looks correct and there should only be a basic.html
file in Settings.  This is the file the SC is trying to find as you
have clicked the AlienBBC settings tab.  I was wrong with the path I
suggested in a previous post.

There are two main possibilities.
1. You have not installed AlienBBC in the correct path.
2. Althiough you re-installed, you didn't clear some cached files and
so the install is not a true "re-installation".

To check 1. - what is the full path of squeezecenter.exe and of the
AlienBBC files RTSP.pm. 

To do a re-install of alienBBC, you should do the following

1. Stop SqueezeCenter
2. Delete the Plugins/Alien directory.
3. Delete the file plugins-data.yaml (not completely sure of the name)
in SC cache directory
4. Delete the FileCache directory in SC cache directory.
5. delete the file alienbbc.opml in your Playlist or cache directory.
6. Delete the alienbbc.pref file from the prefs directory.
7. Re-install AlienBBC from the .exe installer.
