Here is an idea: Is it technically possible to define an "extended
hold"-function for the buttons? Then you could keep the original button
behaviours for DATA_PRESS and DATA_HOLD, and then assign the IR-commands
to an "extended hold" action, e.g. when you hold down the button for,
say, 5 seconds or more? 

I think that would be helpful to me, because you could then assign the
button actions globally, but only activate them when you deliberately
hold down the button for an extended period of time?

Or will it clash with the regular DATA_HOLD behaviour?

I think the hot key idea would work. Then you could, for instance, make
the Play and "+" key together turn on the amp.

You might run into future trouble, though, as I suspect that future
firmware versions will introduce more default hot keys (I'm just
guessing, as I have always been surprised at the general lack of hot
keys on the SBC).

I think you should leave that alone - unless there is another way (i.e.
a menu command) to turn off the SBC (and I can't remember if there is).

Actually, in my case there is: As I wrote in an earlier post, the IR
receiver in my NAD only reacts when you are sending IR-commands from an
angle that is not too steep - so in my case, I can't sit at my dining
table and send IR-commands to the NAD which is in the other end of the
living room and blocked by a couch.

Instead, I rarely touch the volume knob on the NAD. I keep it at a
fairly high level and then compensate by setting the SBC volume to, say,
75 %.

Still, I would like the opportunity to control the volume knob from a
menu command on the SBC, in the odd case that someone (read: the kids!)
has turned down the volume on the NAD.

The current setup allows me to do what I want - I can just choose to
assign the volume-commands to a menu instead of the volume buttons.

I think you should make it configurable for all keys, if possible -
then users can adapt the behaviour to their needs.
