There's already a way to use "half star ratings" in iPeng if you have
TrackStat, and you do. It's not as slick as perhaps you'd like it, but
it's possible and I have been using "half stars" for years. Here's how:

1. You must be using a 1-10 scale in LMS Settings > Advanced > TrackStat
> Rating Settings > Rating scale from 1-10: Choose 1-10. (I believe the
default is 1-5).
2. When a song is playing in iPeng (or by choosing it in some other
method), press and hold the album art until the context menu for the
song appears. Scroll down until the Rating appears. You have a scale of
1-10 to choose from. Rate as you wish.

Like I said, I've been doing this for years. It's more steps than I
would like, but I deal with it.

I use my ratings a lot like you already imagine. I have 22,000 songs in
my library. Not all of them are rated. Of the ones that are this is how
I rate them (and why). I use a 1-10 scale because 1-5 is not granular
enough for me...unless I were to completely change my scale.

10 (5): Songs I absolutely love. I call these my "single song repeat"
songs. That means I could put the song on single song repeat and not get
sick of listening to just that one song over and over. I have 175 songs
that are in this category.
9 (4.5): I _really_ like these songs. They almost belong in the Single
Song Repeat category, but there's something about them that keep the
from making it over the hump. I have 492 songs rated a 9.
8 (4): I like these songs a lot.  The difference for me between a 7
(next category) and an 8 (this one) is whether it makes it to my iPhone
or iPod. Due to space I have to be choosy. Therefore, the cut off is at
8.
7 (3.5): I like these songs and would like to hear them again. This is
the cut off for me as to really wanting to hear the song again versus
just not minding if the song pops up in a playlist. I build playlists
off of songs rated 7 or higher. I have more than 3500 songs in this
category. When there are that many songs it takes a while to listen to
them all. So, I have many playlists (over 30) where I combine rating
plus last played (7+ 30 Days, 8+ 60 Days, 9+ 90 Days, 10+ 180 Days,
etc.).
6 (3): This is limbo. These are songs that I like more than a 5, but
don't rise quite to the level of making it to a 7. 
5 (2.5): Run of the mill average song. I don't have a strong opinion one
way or the other. If it comes on in a random mix, it won't catch my
attention, but I won't mind it either. Background noise. (I have some
playlists where I combine songs rated 5 not played in the last 365 days
with songs rated 7 or higher so I get a good mix of stuff I like and
stuff I haven't heard in a long time.)
4 (2): A lot like the 3 category. The songs are just eh.
3 (1.5): My life would be just fine if I didn't hear these songs again.
2 (1): I never need to hear these again.
1 (.5): If I could bring myself to delete songs from my library, I would
start with these. They suck.  A lot.

And that's just the songs I've rated. I still have thousands of songs I
haven't rated. Could I get away with a 1-5 rating scale? Maybe, but it
looks like I need at least six options.
