"What do you have to be sorry about?" Derek asked gaping slightly "You
haven't done anything."

According to Megan, she had done something.  She had come back.

Julia looked at him and turned the question around "What do you have to be
sorry about?"

It wasn't his fault that Megan had made the choice to try and kill three
people and yet he did feel an obligation and guilt about it.

'Does a person check up on someone if they don't care about them?'

"Quite a few things," Derek told her.  "I let things go too far with Megan.
Even when I knew I didn't really love her.  If I hadn't done that, none of
this would have happened.  I knew how she felt about me and I didn't do a
damn thing to discourage it."
