Exelon has been doing passive monitoring at the gatehouse for ~15 yrs and does not do routine entry/exit counts. We count high-risk workers coming in from overseas since many of their PCMs are set for 22,000 dpm and don't have portal monitors.
We do for-cause counts and an annual periodic count of high risk workers to assess the adequacy of the air sampling program. ANI put out a document on how to perform the activity and you can achieve <1% ALI sensitivity.
