If you have more than one keyboard layout enabled in
System Preferences>International>Input Menu the menu (flags) appears in the
menu bar at the top of the screen. You can cycle through the keyboard
layouts with option/alt+command+spacebar, which also a keyboard shortcut for
the zoom tool in P.Shop - which is why the flags keep changing.
If you need a choice of keyboards and the PS keyboard shortcuts keep changing your selection, note that hitting the space bar before the Command or Option keys prevents the keyboard setting from changing.
