Stephen,

You are confusing compressed JPEG file size with interpolation and actual
file size. Interpolation does not come into it when saving at different
quality JPEG settings.

When the file is open in PS, you can read the actual file size and pixel
dimension in IMAGE>IMAGE SIZE. This pixel dimension will remain the same
regardless of how you save the file. Even if you save the file at lowest
JPEG quality the actual pixel dimension will remain the same.

What you are witnessing is to do with how JPEG's save data.
Low quality = High Compression = Small (saved) file size.

And visa versa

High Quality = Low Compression = Large (saved) file size.
