  To save again as JPEG, the algoritm makes no assumptions ... e.g., "what
is a JPEG artifact?" ... "which pixel values belong to the original image?"
... so, for HQ compression, less lossy compression is applied without regard
to prior JPEG artifacts ... as if it was never a JPEG.
