Partly true.

>From memory the problem was as follows.

An early draft of a bill on access to public land tried to ban commercial
business from operating on public land, ie, Burger, ice cream vans etc, But
due to bad wording, or a lack of understanding of the real world. All
commercial business was included. This could have made it an offense to
photograph a (public) mountain and then sell the photograph!

AFAIK this bill has been dropped, or amended.
