  Yes and no ... orthoganal rotates (90 or 180) = no degradation ...
however, any other arbitrary rotate needs to interpolate (calculate) pixels
and will therefore soften the image.

  Yes ... testing is easy, but artifacts are not sometimes apparent unless
you carefully compare before & after images by differencing (see previous
thread or archive).
