Image->Image Size. Uncheck "resample image". That locks the number of pixels in the image and lets you just trade off physical dimensions and resolution -- for instance, 5 inches at 100 DPI or 10 inches at 50 DPI -- 500 total pixels in either case. Another way I do this is with the crop tool -- you can set either or both dimensions in the options bar and leave the resolution field blank. That will set the physical dimensions of the image after the crop but won't resample.
