I think we should go to a post-rating system, where posts get a rating of 0 by default, but people can go to a web app and vote from -5 to +5 for each post. One vote: one member. If a member dips below 0 on average, s/he gets a warning. If a member stays below 0 for 7 days, s/he gets ousted from the list and to be reinstated must take a 10-question quiz and do some volunteer time.
