John, It's been a while, but as I recall I first discovered the problem when I tried to use the image browser to restore a file (after installing the 2.0 .net framework for an unrelated reason), and it failed with some cryptic message. I contacted Symantec and they revealed/admitted to the underlying problem. I believe I then removed both 1.1 and 2.0 frameworks, uninstalled and reinstalled Ghost and let it install the 1.1 framework. Even then, I don't think it worked immediately for some reason, but at some point I subsequently created a new Ghost backup and then discovered that the image browser was able to read it. Sorry I can't be more specific/clear on the exact steps to recovering. Good luck with it!
