I think that it's more likely a case of "idiot being enchanted with 
tech", but the consequences are so severe (if something goes wrong) that 
we need to all pretend it's on purpose, and apply punishment accordingly.

In other words, over-punish in order to prevent.  I think the 
tech-idiots will see that "oh, yeah, I could blind a pilot and kill a 
lot of people", and anyone else left pointing lasers in the sky will 
likely be up to no good.

(Although, have I ever mentioned that dancing laser dots on clouds look 
really cool?  I mean, seriously, it's like Disney, or something....)
