I think the chance is remote but at 100 feet coming in to land it is much
easier and extremely dangerous. Say the chances of blinding a pilot is 0.1%.
given the potential outcome that is still a high risk. Just needs a few jail
sentences to let the loons and nutjobs know that it's not on.

Mine reaches half a mile, easily.  My cousin sells the things, and his 
higher priced models can go for miles.

My problem with these stories is not that I don't believe people would 
be stupid enough to shine the lasers skyward (I've done it - the clouds 
look cool with a dancing dot), nor that they would aim at planes ("I 
wonder if I can hit that plane?").

I just don't believe that you could hit a pilot's eye at 2,000 feet 
often enough to be significant.
