At 100 feet you are on the runway, and clearly trying to cause trouble. Totally different animal, IMHO. Say the chances of blinding a pilot is 0.1%. I agree that A) it's a stupid practice that should be illegal, simply to discourage idiots from shining lasers into the sky. (Did I mention that you can see little dots on the clouds if you shine your pointer into the air?) B) trying to blind anyone with a laser should be a criminal act.
