The bailouts were to stop the complete economic collapse of the world.
 Not to shore up politicians.  If the congress had not stepped in we
would have had a complete collapse.  What started in the USA would
have flipped over to the EU and China, India, rest of Asia in days or
hours.

No not on the onset.  Some many have seen this as a pleasant
byproduct, but that was not the initial intent.
