No.
The 99SE distribution CD is a complete stand-alone product. Then download
and install SP6, and you will be running the latest and greatest.
Until the next SP; we were given some hints of goodies to come. (Actually,
we were given more than hints, but I was asked not to spoil the surprise,
so let's just say that I am looking forward to SP7 very much).
