IMHO the two are pretty clear, and are completely different issues but can be inclusive of each other. I think they should be defined as such:
- needs more information - before the ticket can be investigated we need more info from the submitted user (action item) - non-reproducible - have enough info to investigate, have investigated the ticket, but the tests on local systems did not lead to the said result In the end their might be cases were the only way to reproduce the issue is on the user's specific puppetmaster/puppet setup. This will hold true as more dependancies and other RL products emerge. A non- reproducible will help other users search the ticket database and add additional info to the problem.
