I get this as well. I've noticed since I lost half my licence and reduced my speeds accordingly that people tend to get right up behind me, to the extent I cant make out their numberplate.
A lot of people treat driving as a means to get from one place to another, especially commuting, they dont look any further than the car infront as to when to brake, when to accelerate etc, which is why they dont go for the overtake, they've just switched off entirely and are wondering what they're going to have for tea when they get home. It sounds like what you're doing is what I'd do - leave plenty of space and keep an eye on the car behind, if they do something stupid be prepared to get away from their accident before you get into your own. However, brake testing is suicidal, not something I'd ever suggest anyone do as there's nothing about it that promotes good driving standards. You could always stop, get out and open up the boot with an inviting gesture if they're that desperate to see more of the inside of your car.
