It is part of the ABS system, it uses the ABS sensors to look at the speed of the 4 wheels and brake any that are going too much faster (i.e slipping). It may also have a actuator on the throttle cable to pull the throttle back but i think thats only models that have cruise control.
There is a similar system on some of the Mk4/5 Fiestas and Puma's but you would have to fit the complete ABS system with sensors on all 4 wheels to make it work. Not all models with ABS have the traction control. The rest has been somewhat delayed due to a house purchase but should be on it soon. Have you got the injectors from the plastic manifold ?, those are the ones for the 115ps engine.
