I see this not as an issue of how much can they afford to pay, but how much
value you are adding (or costs saving).

A recent project for a big company meant they could save the cost of several
admin people per year... so it didn't really matter what the rate was, more
that the total project had a significant ROI and payback over a relatively
short period of time.

I wouldn't be dropping rates necessarily, just looking to adjust
communications to potential clients to reflect the idea of 'doing more with
less', and comparing to the cost of alternatives (such as 'doing nothing' in
the case above).

Also consider the markets being targeted -- for instance, marketing budgets
are likely to tighten more than other areas, so web developers who deliver
mostly marketing type sites are likely to be squeezed.  There will still be
solid earners out there in other sectors.
