Affirmitive.. *and there is little support for going back
to test a boy again. Like I say, when Commander fires up the pen..

Now in BSA Scouts-

A "Hot Pen" makes ripples that are caught on rank by use
of the "Scoutsmasters conference" that is a brief meeting
between the boy and the SM to review his book and prepare
him for the final event in moveing up the ladder-

"The board of review"....

The Trail to Eagle requires at every step up the trail a
"Board"  so.. "Tenderfoots" come and stand at attention and
should be able to give the salute and tell the motto and
generaly recite the oath and law..

In Scouting the first four ranks echo RRangers (*Scout-*Recruit)
(Tenderfoot- 2nd class) (2nd class- RR 1st class) (1st class-
RR Advanced)

At Scout 1st class- Ranger style advancement ends and the boy shifts
to merit accumlation and Leadership positions to fill out he rank
requirements..

*At each step the boy comes in Uniform to stand before the board made
of parents of OTHER scouts. They ask reflective questions.. then
VOTE on awarding the rank.  *They can say no BTW..and each "board"
get's progressively deeper into "substance over form"<G>

There is.. Josh had one.

The assembled Men of NW Dist. grilled Josh on his personal testimony
and spiritual life, and didn't ask about one advancement.  As 
"meaningfull" as this exercise was for Josh, and the men present..

Josh had lot's of outside events to talk about, leadership experiances,
people he met, suggestions to consider ect.

But.. like all good Rangers.. he just settled back and got his
ticket punched...

99% of the time in Royal Rangers you get the answer from Cdr.
as he struggles to ask you the question<G> a smart boy can learn
to "read sign" and then it becomes not an "advancement" but a
guessing game.

I hated it but the "game" goes like this:
