Yes, the boy has earned the achievement.  But this points out a problem that
I have observed in Rangers over the years and that is a lack of review boards.
I've always maintained that if Rangers used the Missionettes review board
structure that we would have more solid knowledge, but probably fewer boys
really advancing.  And the existence of such boards would encourage boys,
commanders and parents to more closely monitor sign-offs.  So there you
have the trade-off: easy signoff/no review and more advancements or real
signoff/review board and fewer but more qualified advancements.  There is
always the possibility that the added challenge will encourage the boys...
