I would bet that you have quite a few boys (and perhaps even some
commanders) who show up late. That happens when people know that the
meeting won't start on time. Perhaps you could convince your Sr. Cmmdr
that starting closer to the "official" starting time would encourage more
boys and men to arrive on time. You might also ask to be in charge of
opening ceremony for a week or two - then set a good example by starting
promptly.
