James, do you have an outpost council? If so, you can appoint a member as 
Advancement Coordinator, who will be responsible for checking off 
advancements. If not, the way I would approach this is such: If this man has 
been in Rangers for 7 years, then he knows that the ideal of keeping himself 
above reproach is being compromised by the current situation. Just as we do 
not council a boy one on one in a locked room, we don't handle checking off 
advancements in the same manner. Not because we aren't trusted, but simply 
to keep ourselves above reproach. There will always be one or two who will 
doubt, and have reason to. Appeal to the commander's sense of pride and 
justice, in love, and you should prevail. If you do not prevail, then this 
will demonstrate the true motives of the individual and your second thoughts 
will have proved to have merit. Either way, you will have done the right 
thing.
