I mean the WHOLE Boy Scout program.  The tiger cubs, cub scouts, Weblos, and
Boy Scouts still don't allow girls.

The current state of the Explorer Scouts is a result of the "older boy
problem" that has also plegued the Royal Ranger program (AST Rangers,
Challengers, and now Expedition Rangers).  The Boy Scouts (like us) have
tried many different programs to try to solve the "older boy problem" such
as the Sea Scouts, Air Scouts, Explorer Scouts, and Venture Scouts.  The BSA
basically felt that the best way to get more teen interested in scouting is
if the Explorer scouts would allow girls (since that is one of the big
interests of a teenage boy).  The "girl factor" is one of the reasons why
you see more teenage boys perferring youth group over rangers.
