I still believe that contractor had the responsibility to know that the
power lines were there. I was in Culpeper yesterday at the agricultural
fairgrounds and saw a similar tent constructed under a power line. The power
line had guards on it so that the tent wouldn't touch the actual line
itself. Not my best choice, but if it was the only choice then yes.

Thanks for the articles I now have a better picture of what happened.
However I still don't understand why they put that tent so close to those
power lines (were they even aware of the powerlines?). I guess the most
important thing is that measures will be taken in the future so that this
won't happen again.

It's got to be just you pal. The BSA is not unsafe. It is true that
unfortunate accidents have occurred at all of the Jamborees. This year was
most tragic, but 4 years ago was not without death either. A 14 year old
Pennsylvania boy was illegally operating a Hum-vee when he flip it over
and
it landed on top of him.

All of this except for the California incident is happening less the 3
miles
from my house. I personally believe that the contractor should share some
of
the blame for this because a professional company like that, Tents &
Events
from Fishersville VA (near Staunton Va) should know, understand and accept
the responsibility for not using common sense. Contracted companies have
responsibilities under the law. I don't see it as being the Army's fault,
I
don't see it as being the BSA's fault or Rappahannock Electric's fault. I
see this as an error by this professional contractor. This tent is clearly
much larger than anything the BSA would ever encourage a troop to set up
on
their own and it would take a lot of effort to do. Sure we had tents like
that dotted all over the Camporama when we were there because Eagle Rock
is
better suited to our events than sharing it with the Army. That military
base, I have been on it, has all kinds of hazards located throughout it.
Deep ponds, live fire areas full of munitions , wild animals including
bears, substandard facilities, roads that are not clearly marked.
Ft. A.P. Hill named after Confederate General Ambrose Powell Hill of
Culpeper VA proudly boasts signage "Where America Goes To Sharpen It's
Combat Edge"
If you would like to see what's going on around the Jamboree , The

Four deaths in one week, come on. Why on earth would anyone sit up a tent
near a power line anyway?
Your not going to tell three out three leaders didn't know a power line
was there.
Then there was the recent deal about a Boy Scout being struck by
lighting.
If some scout leaders are that dumb why are they leading boys?
Are we doing much better in Rangers?
